आश्रम*सदस्यता-*सदस्य बनने के निम्नलिखित अर्हताएं आवश्यक है।**क*. कोई भी व्यक्ति या पुरूष जिसकी उम्र 18 वर्ष से कम की नहीं हों वह भारतवर्ष का नागरिक हो जिसमें सरकारी कर्मचारी भीशामिल है वह सदस्य बन सकता है।*ख.* वह किसी प्रकार के नैतिक दोषी न हो तथा किसी अपराध मे न्यायालय से किसी प्रकार दण्डित न किया गया हो।*ग.* उद्देश्यों में अपनी पूर्ण आस्था रखता हो तथा नियम व उपनियम का पाल करने का वचनबद्ध हो । नियमों का उल्लघंन करने वाले को संस्था से बाहर कर दिया जायेगा।*घ*. प्रत्येक पाँच वर्ष बाद संस्थागत पदांकन चुनाव प्रणाली से तय किया जायेगा ।*ङ़*. सदस्यता कर न जमा करने कि स्तिथी मे सदस्यता नियम के तहत स्वत: समाप्त की जायेगी। उसकी सूचना सदस्यों को दी जायेगी।*च*. यदि समिति किसी सदस्य का सदस्यता देने से इन्कार करेगी तो उसे उसकी सूचना द दी जायेेगी।*सदस्यता से वंचित होने की प्रमुख स्तिथी :**क*. त्याग पत्र देने पर।*ख*. मृत्यु अथवा मानसिक रूप से अशक्त हो जाने पर।*ग*. नियम व उपनियम का उल्लघंन करने पर।*घ* किसी न्यायालय द्वारा अपराध में दण्डित किये जाने पर ।*ङ*सालाना सदस्यता शुल्क न जमा करने की स्तिथी में ।*च*. सदस्यता समाप्ति की सूचना सदस्य को दी जायेगी ।छ. यदि समिति किसी को समिति सदस्य को बाहर निकालेगी, तो उसकी सूचना सबको दी जायेगी।*4. संस्थागत अपील करने की प्रक्रिया :-*सभी अपीलें समिति की आम सभा में की जा सकती है। आम सभा का निर्णय अंतिम व मान्य होगा। यह पैरा क्र. तीन के अधीन होगा।*5. सदस्य का संस्था मे पुनः प्रवेश:-*यदि सम्बन्धित सदस्य सारी पिछली रकम जमा कर देगा तो उसे पुनः प्रवेश दिया जा सकता है।*6. हर समिति की साधारण सभा में अधिकार व कर्तव्य**क.*हर सदस्य को साधारण सभा में भाग लेने का अधिकार होगा।*ख*. दो सप्ताह का नोटिस देकर कार्यकारिणी की अनुमति से समिति के रिकार्ड को चैक करने का अधिकार होगा।*ग*. समिति के चुनाव में वोट देने का अधिकार समिति के पहचान पत्र व सदस्यता सूची की लिस्ट के अनुसार हर सदस्य को होगा।*घ*. एक समय में एक पद के लिए कोई सदस्य चुनाव में भाग ले सकता है !लेकिन उसके ऊपर समिति द्वारा निर्धारित कोई शुल्क बकाया न हो।*7. समिति निर्माण :- समिति की कार्यकारिणी का गठन एवं पद निम्न प्रकार से होंगे। समिति की कार्यकारिणी में कम से कम 7 और अधिक से अधिक 21 सदस्य होगें।**1. अध्यक्ष - 1**2. उपाध्यक्ष - 2 या 4**3. महासचिव - 1**4.सचिव - 1**5. कोषाध्यक्ष -1**6. संगठनमंत्री - 4 या 6**7. प्रवक्ता - 1**8. मिडिया प्रभारी - 1**9. कार्यकारिणी सदस्य - 4 या 6*(भविष्य मे युवा, महिला, छात्र आदि प्रकोष्ठ भी शामिल हो सकते है)*8. कार्यकारिणी समिति के कर्तव्यः-**क*. समिति के कार्यकारिणी की बैठक एक माह में एक बार रखना अनिवार्य होगी। इसके लिए सात दिन पहले सूचना देना अनिवार्य होगा। आपातकालिन बैठक तत्काल बुलाई जा सकेगी।*ख*. समिति/एसोशियेसन के समस्त कार्यों की देखभाल कार्यकारिणी करेगी।*ग*. समिति के कार्यों के नौकर आदि रखना, निकालना अथवा उनका वेतन घटाना व बढ़ाना आदि कार्य कार्यकारिणी के जिम्मे होगा।*घ*. कार्यकारिणी राष्ट्रीय बैठक बुलाकर कार्य को सुचारू रूप से चलाने के लिए राष्ट्रीय स्तर , प्रदेश स्तर, जिला स्तर तथा ब्लाॅक स्तर पर अस्थाई पदाधिकारी नियुक्ति कर सकती है।*9. समिति की साधारण सभा के अधिकार और कर्तव्यः-**क*. समिति के समस्त सदस्यों को एकत्र करके साधारण सभा का गठन किया जायेगा ! इसकी बैठक प्रतिवर्ष के बाद अनिवार्य होगी ! जिसकी सूचना दस दिन पूर्व मे देना आवश्यक होगी।*ख*. बैठक की कार्यवाही आरम्भ करने के लिए 1/3 सदस्यों का उपस्थिती होना अनिवार्य होगा।*ग.* समिति की कार्यकारिणी के चुनाव 5 वर्ष बाद गुप्त मतदान द्वारा साधारण सभा में होना तय रहेगे ।*घ*. समिति का समस्त आय – व्यय का ब्योरा आडिट करवाकर साधारण सभा में प्रस्तुत किया जायेगा। जिसकी पुष्टि साधारण सभा करेगी।*ङ* यदि किसी भी सदस्य का समिति के नियम के अनुसार शुल्क जमा नहीं हैं तो वह किसी भी पद के लिए उम्मीदवार नहीं बन सकता।*10. समिति के कार्यकारिणी के पदाधिकारियों के अधिकार और कर्तव्य-* *संस्थापक एवं अध्यक्षः-**क*. साधारण सभा और समिति की कार्यकारिणी की बैठकों की अध्यक्षता करेगा और कार्य सुचारू रूप से चलाने के आदेश देना।*ख*. समिति सभी कार्यो एवं सदस्यो की देखभाल करेगा।*ग*. बराबर मत जाने पर अध्यक्ष को अपना एक कास्टिंग वोट देने का अधिकार होगा।*घ.* अध्यक्ष कार्यकारिणी की बैठक बुलाकर राष्ट्रीय स्तर के कार्य का सुचारू रूप से चलाने के लिए राष्ट्रीय स्तर तथा प्रदेश स्तर, जिवा स्तर तथा ब्लाक स्तर पर अस्थाई पद पर नियुक्त कर सकता है।*ङ* आवश्यकता पड़ने पर समिति के कार्य संचालन हेतु रू. 5000/- व्यय कर सकता है, (वही किसी से अनुमति नहीं लेगा।)*च*. कार्यकारिणी कोई भी निर्णय बिना अध्यक्ष की अनुमति के नही लेगी।*छ*. संस्था के लिये दान-अनुदान व चन्दा लेने का अधिकार अध्यक्ष को होगा।*ज.*संस्था के पदाधिकारी एवं सदस्य किसी गलत कार्यो में लिप्त पाये जाते है या गलत प्रचार – प्रसार व आपराधिक कार्यों में पाया जाता है तो निकालने का अधिकार अध्यक्ष को होगा जिसकी संस्था की जवाबदेही नही होगी।*2. उपाध्यक्ष:-*अध्यक्ष की अनुपस्थिति में उनके कार्यक्रमों को पूरा करेगा और उनको अपना पूर्ण सहयोग देगा।*3. महासचिवः-**क.* कार्यकारिणी की साधारण सभा एवं कार्यकारिणी की बैठकों को बुलाना, कार्यवाही लिखना, नियमों को क्रियान्वित करना, ही किस्म के पत्र व्यवहार करना और प्रत्येक कार्य को सुचारू रूप से चलाना होगा।*ख*. वार्षिक विवरण तैयार करके साधारण सभा में प्रस्तुत करेंगें।*ग.*समस्त सदस्यों का विवरण रखेगे, आवश्यकता पड़ने पर समिति के कार्य के लिए रू. 5000/- तक व्यय कर सकेगे। इससे अधिक व्यय के लिए कार्यकारिणी की अनुमति लेना अनिवार्य होगा।*4. सचिवः-*महासचिव की अनुपस्थिति में यह मीटिंग का आयोजन करेगा, मीटिंग के अयोजन में सदस्यों को एकत्रित करेगा तथा मीटिंग सम्मेलनों का कार्यभार लेगा देना।*5. कोषाध्यक्षः-**क*. यह समिति की आय-व्यय का हिसाब-किताब सुचारू रूप से रखेगा।*ख.* अध्यक्ष, महासचिव, कार्यकारिणी द्वारा सभी बिलों का भुगतान रसीद लेकर करेगें।*ग*. चन्दा, दान अनुदान सदस्यता शुल्क इकठ्ठा करेंगें।*घ*. आवश्यकता पड़ने पर समिति के कार्य के हेतु रू 5000/-तक व्यय कर सकेगे। इसे अधिक खर्च के लिए कार्यकारिणी की अनुमति लेना अनिवार्य होगा।*5.1. संगठन मंत्री:-*संगठन के हित में कार्य करना। सगठन के पदाधिकारियों व सदस्यों का संगठित करना।*5.2. प्रवक्ता :-*संगठन के उद्देश्यों व् गतिविधियो के मंच या मिडिया के समक्ष रखने की पात्रता होगी।*5.3. मिडिया प्रभारी:-*संगठन के हर पदाधिकारी व सदस्य को ही प्रकार की सूचना प्रदान करना व संगठन की गतिविधियों को प्रिंट मीडिया, इलेक्ट्रिक मिडिया, सोशल मिडिया पर प्रसारित करना हॉगा।*6. कार्यकारिणी सदस्य:-**क.* संगठन/समिति के उद्देश्य की पूर्ति के लिए प्रस्ताव प्रस्तुत करना।*ख.* बैठकों का पालन में सहयोग देना।*ग.* पारित प्रस्तावों के अनुसार समिति के कार्यों में क्रियात्मक सहयोग देना।*7. आय का स्त्रोतः-**क*. चन्दे द्वारा।*ख*. सदस्यता शुल्क द्वारा।*ग.* अनुदान भारत सरकार द्वारा तथा समाज द्वारा।*घ*. समिति की जो भी आय होगी, उसकी समिति के उद्देश्यों में ही उपयोग किया जायेगा।*8. धन की सुरक्षा:-*समिति के धन की सुरक्षा हेतु अध्यक्ष और कोषाध्यक्ष दोनों पदाधिकारियों के नाम ज्वाइन्ट खाता राष्ट्रीयकृत बैंक अथवा डाक खाने में जमा किया जायेगा और रूप्या निकालने के लिए कोषाध्यक्ष का हस्ताक्षर होना अनिवार्य होगा। इसके अलवा अध्यक्ष, कोषाध्यक्ष में से किन्ही एक के हस्ताक्षरों से रूपया निकाला जा सकेगा। ही पद के हिसाब – इडकिताब का ब्यौरा कार्यकारिणी सभा में नियुक्त एवं क्वालिफाइड आडिटर से आडिट करवायेगे।*9. त्याग पत्र:-*समिति का कोई भी सदस्य अथवा पदाधिकारी यदि त्यागपत्र देता है तो उसे कार्यकारिणी सभा में प्रस्तुत किया जायेगा और कार्यकारिणी का निर्णय अंतिम होगा।*10. कोरम गणपूर्तिः-*कार्यकारिणी सभा व साधारण सभा की बैठक में 2/3 सदस्यों का उपस्थिति होना अनिवार्य होगा इससे उपस्थिति होना अनिवार्य होगा इससे कम की उपस्थिति में बैठक स्थगित कर दी जायेगी और स्थगित की गई बैठक पुनः तीन दिन पश्चात बुलाई जा सकेगी और पुनः बुलाई गई बैठक के कोरम का पूरा होना अनिवार्य नही होगा।*11. रिक्त स्थान:-*कार्यकारिणी सभा से पदाधिकारीयो का चुनाव साधारण सभा में गुप्त मतदान द्वारा किया जायेगा। बराबर मत आने पर अध्यक्ष को अपना कास्टिंग वोट देने का अधिकार होगा। जिस सदस्यों का सदस्यता शुल्क देना बकाया होगा, उन सदस्यो को चुनाव में भाग लेने का अधिकार नहीं होगा। नये चुने गये पदाधिकारी की सूची पद से जाने वाले पुराने तीन पदाधिकारियों से हस्ताक्षर करवाकर अधिकारी दिल्ली को दी जायेगी।*12. चुनाव प्रणाली:-*कार्यकारिणी सभा से पदाधिकारीयो का चुनाव साधारण सभा में गुप्त मतदान द्वारा किया जायेगा। बराबर मत आने पर अध्यक्ष को अपना कास्टिंग वोट देने का अधिकार होगा। जिस सदस्यों का चंदा देना बकाया होगा, उन सदस्यो को चुनाव में शामिल नही होने दिया जायेगा।13. किसी भी पदाधिकारी द्वारा संगठन विरुद्ध गतिविधि संचालित की जाती है या संगठन के प्रति निष्क्रियता बरती जाती हे तो बिना किसी सुचना के पद से पृथक किया जा सकेगा जिसका जिम्मेदार स्वयं पदाधिकारी होगा।14. राष्ट्रीय अध्यक्षो (अलग अलग विभाग) व सिर्फ प्रदेश अध्यक्षो के लिए (चुनाव मतदान व् 5 वर्ष) रहेंगे। जिसमे संस्थापक/राष्ट्रिय अध्यक्ष के दिशा निर्देश में।बाकी अन्य कमिटिया के पदाधिकारियो की नियुक्तिराष्ट्रिय अध्यक्ष (संस्थापक)/प्रदेश अध्यक्षो * Membership -
4
* The following qualifications are required to become a member. *
*K*. Any person or man whose age is not below 18 years of age should be a citizen of India, including government employees.
Is included he can become a member.
* B. * He should not be guilty of any kind of morality and has not been punished in any crime from the court.
* C. * Have full faith in the objectives and commit to follow the rules and bye-laws. Violators of the rules will be excluded from the institution.
* D *. After every five years, the institutional designation will be decided by the election system.
* 4 *. In case of non-deposit of membership tax, membership will be abolished automatically. Information will be given to the members.
* F *. If the committee refuses to give membership to a member, it will be informed.
* Major condition of denial of membership: *
*K*. On resignation.
* B *. Upon death or mentally incapacitated.
* C *. On violation of rules and bye laws.
* D * On being punished by a court in a crime.
* ङ * In case of non deposit of membership fee annually.
* F *. Notice of termination of membership will be given to the member.
G. If the committee expels someone from the committee, its information will be given to everyone.
* 4. Institutional Appeal Procedure: - *
All appeals can be made to the general body of the committee. The decision of the General Assembly will be final and valid. This paragraph no. Will be subject to three.
* 5. Re-entry of member into the organization: - *
If the member concerned deposits all the previous amount then he / she can be given re-entry.
* 6. Rights and duties in the general assembly of every committee *
* A. * Every member shall have the right to participate in the general assembly.
* B *. With the permission of the executive by giving two weeks notice, the committee will have the right to check the records.
* C *. Every member will have the right to vote in the election of the committee as per the list of the committee's identity card and membership list.
* D *. A member can participate in the election for one post at a time, but there should not be any outstanding fees fixed by the committee.
* 7. Committee formation: - The committee's executive committee and posts will be as follows. The executive committee shall have at least 7 and not more than 21 members. *
* 1. Speaker - 1 *
*2. Vice President - 2 or 4 *
* 3. General Secretary - 1 *
* 4. Secretary - 1 *
* 5. Treasurer-1 *
* 6. Organization Minister - 4 or 6 *
* 7. Spokesperson - 1 *
* 8. Media In-Charge - 1 *
* 9. Executive member - 4 or 6 *
(Youth, women, students etc. cells may also be included in future)
* 8. Duties of Executive Committee: -
*K*. It will be mandatory to hold the meeting of the executive of the committee once in a month. For this, it will be mandatory to give information seven days in advance. Emergency meeting will be called immediately.
* B *. The Executive will look after all the functions of the committee / association.
* C *. It will be the responsibility of the executive to keep, remove or increase the salary of the servants etc. of the committee.
* D *. The executive can call a national meeting and appoint temporary officials at the national level, state level, district level and block level to run the work smoothly.
* 9. Powers and Duties of the General Body of the Committee: - *
*K*. The general assembly will be formed after gathering all the members of the committee. Its meeting will be compulsory after every year! Whose information will be required to be given ten days in advance.
* B *. It would be mandatory for 1/3 of the members to be present to start the proceedings of the meeting.
* C. * The election of the Executive of the Committee will be fixed after 5 years in the general body by secret ballot.
* D *. The details of all the income and expenditure of the committee will be audited and presented in the general assembly. Which will be confirmed by the general assembly.
* ङ * If any member is not deposited as per committee rules, then he cannot become a candidate for any post.
* 10. The powers and duties of the executive officers of the committee - *
* Founder and President: - *
*K*. Will preside over the meetings of the General Assembly and the Executive of the Committee and give orders for the smooth running of the work.
* B *. The committee will take care of all functions and members.
* C *. The Speaker shall have the right to cast one of his casting votes if an equal vote is taken.
* D. * The President may call a meeting of the executive and appoint him at the temporary level at the national level and state level, jiva level and block level for the smooth running of national level work.
* 4 * If required, Rs. 5000 / - can be spent, (The same will not take permission from anyone.)
* F *. The executive will not take any decision without the permission of the chairman.
* G *. The chairman will have the right to collect donations and donations for the organization.
* H. * The office bearers and members of the organization are found to be involved in any wrongdoing or are found to be involved in wrong publicity and criminal activities, then the chairman will have the right to remove, who will not be accountable to the institution.
*2. Vice President: - *
In the absence of the Chairman, will complete their programs and give full support to them.
* 3. General Secretary: *
* A. * The general body of the executive and the executive meetings shall be called, writing the proceedings, executing the rules, same kind of correspondence and every task will be carried out smoothly.
* B *. Annual statements will be prepared and presented in the general assembly.
* C. * Details of all the members will be kept, if necessary, for the work of the committee, Rs. 5000 / -. It will be mandatory to seek executive permission for more expenditure.
* 4. Secretary: *
In the absence of the Secretary-General, it will organize the meeting, gather the members for the meeting, and take charge of the meeting conferences.
* 5. Treasurer: *
*K*. It will keep a record of the income and expenditure of the committee smoothly.
* B. * The Chairman, General Secretary will make payment of all bills by the executive on receipt.
* C *. The donations will collect membership fees.
* D *. If required, they can spend up to Rs 5000 / - for the work of the committee. It will be mandatory to seek executive permission for higher expenditure.
* 5.1. Organisation minister:-*
Work in the interest of the organization. Organizing the office bearers and members of the organization.
* 5.2. Spokesman :-*
Will be eligible to be placed before the platform or media of the objectives and activities of the organization.
* 5.3. Media In-Charge: - *
Providing the same type of information to every officer and member of the organization and the activities of the organization will be broadcast on print media, electric media, social media.
* 6. Executive Member: - *
* A. * To submit proposals for the purpose of organization / committee.
* B. * To assist in following the meetings.
* C. * To give active support in the works of the committee as per the resolutions passed.
* 7. Source of Income - *
*K*. By funding
* B *. By membership fee.
* C. * Grants by the Government of India and by the society.
* D *. Whatever income of the committee will be used only for the objectives of the committee.
* 8. Protection of money: - *
To protect the funds of the committee, the joint account will be deposited in the nationalized bank or post office in the name of both the chairman and the treasurer and it will be mandatory for the treasurer to sign the money. Apart from this, rupees can be withdrawn from the signatures of any one of the Chairman, Treasurer. According to the position - the details of Idkitab will be audited by the appointed and qualified auditors in the executive meeting.
* 9. resignation letter:-*
If any member or official of the committee resigns, it will be presented in the executive meeting and the decision of the executive will be final.
* 10. Quorum quorum: *
It will be mandatory to have 2/3 members present in the executive meeting and general assembly meeting. It will be mandatory to attend. In the presence of less than this, the meeting will be postponed and the adjourned meeting can be called again after three days and the re-convened meeting. The completion of quorum will not be mandatory.
* 11. Blank space:-*
Officials will be elected from the Executive Assembly by secret ballot in the General Assembly. The Speaker shall have the right to cast his casting vote if an equal vote is received. Members whose membership fee is due, they will not have the right to participate in the election. The list of newly elected officials will be signed by the old three officials going to the post and will be given to the officer Delhi.
* 12. electoral system:-*
Officials will be elected from the Executive Assembly by secret ballot in the General Assembly. The Speaker shall have the right to cast his casting vote if an equal vote is received. The members whose donations will be outstanding, those members will not be allowed to participate in the election.
13. If any officer conducts an activity against the organization or acts inaction against the organization, then it can be separated from the post without any information, which will be responsible by the officer himself.
14. National presidents (separate departments) and state presidents only (election voting and 5 years). In which under the direction of the founder / national president.
Appointment of other committees officials
It will be done for 1 year only by the National President (Founder) / State Presidents.
The time period can be enlarged or reduced if it works satisfactorily.
